Eastern Oregon Border Board Funding Programs

The Eastern Oregon Border Economic Development Board is charged with implementing investment strategies and practices in workforce and economic development in the region and to make loans or grants to eligible applicants for encouraging regional workforce and economic development.

All grant and loan awards must significantly impact education, workforce, and/or economic development capacity in the Border Region. Priority will be given to programs and projects that:

  • Enhance prosperity in the Border Region
  • Improve the Border Region's property tax base
  • Improve the Border Region's competitiveness with Idaho
  • Increase workforce availability and skills in the Border Region
  • Improve the image of Border Region
  • Leverage the funds with a complement of outside funding

Grants

Education and Workforce Training Grant

Open Application Period: February 5, 2020-March 31, 2020
Application Deadline: March 31, 2020, 5:00 pm Mountain Time

Who Can Apply
Local educational service providers

Use of Funds
Programs, equipment, or facility upgrades for workforce training that conforms with identified industry standards.

Requirements

  • Industry letters of support to support the need for training
  • a one-to-one match
  • Maximum grant is $200,000 per project

Community Improvement Planning Grant

Open Application Period: August 1, 2020-September 30, 2020
Application Deadline: September 30, 2020, 5:00 pm Mountain Time

Who Can Apply
Local governments

Use of Funds

  • Complete community improvement planning such as master plans, transportation, airports, parks
  • Match with local, state, federal planning funds, feasibility studies, preliminary engineering, and initial cost estimates.

Requirements

  • Maximum grant for one entity is $200,000 for all projects

Scott Fairley Memorial Edge Grant

Open Application Period: February 5, 2020-March 31, 2020
Application Deadline: March 31, 2020, 5:00 pm Mountain Time

Who Can Apply
All residents, land owners, schools, businesses, local governments, nonprofit organizations and community groups within the Border Region.

Use of Funds

Demonstrated ability to enhance economic vitality and opportunity by way of innovative and creative solutions in the Border Region.

Requirements

  • Maximum grant is $25,000

Ready Workforce Mobilization Grant

Open Application Period: August 1, 2020-September 30, 2020
Application Deadline: September 30, 2020, 5:00 pm Mountain Time

Who Can Apply

  • Businesses
  • Non-profit organizations
  • Local governments
  • Educational service providers

Use of Funds
Mobilize a workforce, targeting current or potential employees living and working or attending school in the Border Region.

Requirements

  • Maximum grant is $100,000 per project

Loans

Infrastructure Revolving Loan Program

Open Application Period: September 15, 2020-November 15, 2020
Application Deadline: November 15, 2020, 5:00 pm Mountain Time

Who Can Apply
Local governments or developers.

Use of Funds
Recipients may receive a 25% loan up to $250,000 for infrastructure to attract new residential, commercial, or industrial development.

Requirements
The loan is repaid the sooner of when lots sell/exchange hands for the first time or 5 years after the original loan date.

Industrial Land Certification Loan Program

Open Application Period: September 15, 2020-November 15, 2020
Application Deadline: November 15, 2020, 5:00 pm Mountain Time

Who Can Apply
Private land owners

Use of Funds
Up to a $50,000 loan may be used to complete or recertify industrial land development readiness documentation using Oregon Certified Shovel Ready Industrial Lands guidelines.

How to Apply

Questions or guidance on a specific application must be submitted in writing at least two weeks prior to an application deadline to ensure adequate time for a response from the Eastern Oregon Border Board. Applications received after the application deadline will not be considered.
