Oregon Industrial Site Recertification
Every certified site in Oregon must be recertified every two years. Recertification is a relatively easy process, as outlined below.
1. Required for All Recertifications
- Application needs to be updated with any changes and a new first page of the application is signed and dated by the owner certifying that all of the information on the other application pages is correct. Changes to the other pages can be made on an as needed basis. (This will be completed after the Reviews are completed).
- Letter, signed by the owner/applicant, confirming the not-to-exceed sale price and stating that there is no new information regarding environmental conditions at the site (template available).
- New letter from the jurisdiction, signed by the chief elected official, reconfirming support for development of the site for the purposes stated in the original application.

2. Reviews
Reviews to be made by the designated party and information submitted to Business Oregon only if substantive changes have been made that would significantly impact the original certification or any previous re-certifications. A letter should be submitted to Business Oregon that addresses the status of each area listed by reviewer (i.e., no change or a summary of what has been submitted for inclusion in the notebook).

3. Preliminary Title Report showing easements, liens, etc
4. FEMA map showing 100-year flood plain
5. Buildability data, USGS map, etc.
6. Photos and descriptions of existing improvements
7. Telecommunications Letter
8. Energy Letters
- Local Government Review (as needed)
1. Local Zoning Ordinance with letter and map
2. Planned Pending or Ongoing Land Use letter
3. Water Supply Letter answering questions from application
4. Wastewater Letter answering questions from application
5. Emergency and Public Safety information
6. Demographics and Workforce information
7. Tax Incentives, System Development Charges and other development fees
8. Transportation
- Business Oregon Review (as needed)
1. Compliance with State Land Use Laws, DLCD letter
2. Environmental (Phase I) review letter from DEQ, Air Quality
3. Threatened and Endangered Species letters from ODF&W
4. Wetlands Determination/Wetland Delineation/Alternatives Analysis/Mitigation Plan
5. Archeological Resources Letter
6. Historical Resources Letter
