The Oregon Investment Advantage (OIA) applies to companies located inside an eligible county, either on any industrially zoned site, or anywhere within the urban growth boundaries (UGB) of cities with populations of 15,000 or less.
Based on the most recently available annual unemployment and per capita income data for the past few years, the following are the counties where a business's application for preliminary certification is acceptable for the Oregon Investment Advantage:

The following 115 Oregon cities are within the above eligible counties and have populations of 15,000 or less. Therefore, provided that the business's facility is inside the city's urban growth boundary, it can receive the Oregon Investment Advantage income tax exemption without regard to the land-use zoning code or the type of activity or operations in which the business engages for the first time in Oregon. Anywhere else in an eligible county, the facility must be on industrially zoned land and engaged in a traded-sector industry.

In late 2009, Business Oregon assisted GL Solutions, a Bend software company, through the Credit Enhancement Fund to secure a $350,000 loan guarantee with Premier West Bank. The financing helped the company complete its business expansion plans and create 26 new jobs.
