Tax Incentives
Oregon offers globally competitive tax incentives to help encourage businesses to locate in Oregon, and existing Oregon businesses to grow and prosper. A 2008 report by Ernst and Young ranked Oregon as having the second-lowest tax rate in the United States.
Workforce Development
Oregon helps businesses address their workforce needs with affordable initiatives that improve worker skills and enhance businesses' ability to compete.
Community colleges respond regularly to requests from business and industry for specialized training. The colleges contract directly with firms, and training programs take place either on campus or at the business site. In addition, consulting services, workshops and assistance with business plans are provided through Small Business Development Centers (SBDCs), often located on or near community colleges.

Brownfields Programs
A brownfield is property where expansion or redevelopment is complicated by actual or perceived environmental contamination. The Brownfields programs range in activities from site assessment to cleanup for properties where known or suspected environmental contamination is a barrier to redevelopment.
Site and Infrastructure Development
The Infrastructure Finance Authority manages programs to enhance and expand infrastructure around industrial and commercial sites to encourage business growth.
